I am directed by the Poatraster General to return hero- with the nine Treasury reformnces'apocified in the margin
covering correspondence received by their Lordships from the
Colonial Office respecting the Postal Agencies maintained by
the Colony of Hong Kong on Chinese territory. The Postmaster
General has considered most carefully the development of this
mtter since the 2nd of September last, when their Lordships

notified the Colonial Office that they were prepared to
guarantee ono half of the net loss on the Agencies, the
remainder being left to the Secretary of State, the Colory, and the Communities concerned to adjust as might be agreed on
between them.

The figures as to the deficit, given in the Governor's letter of the 17th December 1008, although mhbject to some
modification as explained in the Post Office letter of the
24th of August last, will probably serve sufficiently to
indicate the relative importance of the Agencies in this
connexion. The figures which take no accomt of office room
and staff at Hong Kong) are as folleret-
